the utility says it pr breaking right now at 11:00, a stunning admission of pg&e. the utility says it probably caused the devastating campfire. deadliest fire in california history. thank you for joining us. i'm laura garcia. >> i'm marcus washington. this submission could have a big impact on fire victims along with average rate payers. kris sanchez went through the documents today and tell us what you found. >> they say that pg&e leadership expects that it is probable that its equipment will be found to be cause of the butte county fire. the statement says based on the

information currently known, the company and reported to the california public utilities commission and other agencies, the company believes it is probable that its equipment will be determined to be the ignition point of the 2018 campfire. now, this is all part of the earnings report that pg&e has to file with the securities and exchange commission. it details that the transmission line in the area where cal fire says the campfire started will remane out of service until it is either determined safe or decommissioned altogether. the utility discloses it expects $10.5 billion in claims related to the 2018 campfire and another billion dollars related to the wildfires of 2017. also in the filing, pg&e says it has inspected two thirds of its transmission lines in high fire threat areas. as you may remember, pg&e filed for chapter 11 bankruptcy saying that the utility is facing

there is by a truck with extremely large wheels or by boat. they wont get there. that will soon change. the russian river crested around 8:00 last night. there was a meeting this morning and they predicted the river will recede below flood stage by 6:00 tonight. some people just aren't waiting and trying to get in and out of the flood zone on their own which is causing problems. it's frustrating for the forestville fire department. firefighters had to deploy the boats to rescue an elderly couple in a suv. the fire department rescued them. they're okay. there's another report of yesterday of a woman that drove past the barricade. the car flooded. she hung toninato a tree until a team assisted her. she is okay. a national guards -- especially any people stuck in gurenville

who might need medical assistance. there's been a couple of calls for that. now, first responders rescued 59 people after the russian river rose 30 feet and turned gurenville into an island. no reports of missing people, deaths or serious injury. law enforcement did issue evacuation orders of 3,600 people but a number of residents decided to stay and ride it out. >> sad. a lot of people were unprepared. a lot of personal things floating around. >> if you don't have four-wheel drive, you are pretty much stuck. >> what do you think about this? >> i mean, it is just normal. every ten years or so. >> i live here. >> because it's beautiful. >> my biggest concern is not getting in the water. thinking it's, you know, fun. where we have to go out and deal with those kind of accidents. we have people that need help. >> reporter: the russian river

officially crested last night at just over 45 feet. people around here they tell you they have seen worst flooding than this and of course referring to 1996 when the russian river hit just over 48 feet. they recovered then. and they're confident they'll recover now. as we're back out live. in spite of what you are seeing, they will come back and they will stay here. you heard me asking the one gentleman on camera, i talked to someone else, why live here? they said because it's beautiful. except for the fact that it floods. live here in forestville, bob redell, nbc bay area news. >> it is their home and want to return. thank you, bob. just south of there, the flooding appears to have reached the maximum in sebastopol. this is near barlo. a waterway that spilled over and flooded the area. last night california army national guard out performing rescues in the area. one family says they've lost

everything in their home. but they're thankful the national guard arrived when they did. >> the house got filled up all the way to four feet. up to the ceiling. we just needed to get out there. it's terrible. >> dangerous? >> yeah. just all the stuff is ruined. >> the national weather service indicated that laguna -- >> dealing with the weather out there, the good thing it moved out there but what about the upcoming weather? >> we are going to see some more rounds of rain moving in. we will have a little bit of a break in between. in between the storm systems. to allow the water levels to continue to recede. this is a look at storm ranger as the storm has moved on. and then we are yet again tracking another storm that will be moving in for the weekend. looks like this one will arrive between late tomorrow night and early saturday morning. and this is a look at our

gurenville camera and this was last updated about a day ago but you can see how high those water levels are. there are some benches there where people normally sit out and drink beer and it's completely covered with water and we are at about 42 feet in terms of the russian river water levels and it will continue to slowly recede and then going below flood stage. at 3:00 tomorrow morning. that's going to be what we have to continue to monitor. in the north bay as far as the water levels going back down and then we'll turn attention to that next storm. so i'll talk about that and what to expect where you live in the full microclimate forecast. >> thank you so much, kari. marin county, eastbound lanes of 37 back open but westbound lanes under water and shut down. you can see why. from sky ranger, you can see that big rig caught in the floodwaters. anyone heading into marin county will have to get off at atherton

avenue. >> new video showing people working to dig out. now, this is near cisco grove. if you're planning to head to north lake and tahoe this weekend, that drive is possible and treacherous. highway 50 is back open in both directions. according to the cal trans, chains are required on i-80 and the flooding produced intense images. take a look at the pictures of neighborhoods that are literally under water right now. to see the full gallery, visit nbc bay area.com. new details, four people are dead following two separate crashes in the east bay. tragically, one crash involved a family. we brought you live coverage this morning on "today in the bay." chp tells us the family's suv slammed into a big rig on the westbound shoulder about 2:00 in the morning. three people were killed. a 17-year-old is in critical condition. according to the chp, wet and speed conditions believed to

have played a factor. about two hours later, another crash at 80 and 98 about 4:30 this morning. a young woman died when the car she was a passenger in crashed into a tree and burst into flames. no word on the cause of that crash. the victim has not been identified. president trump is now in the air on his way back to the united states. this is after leaving vietnam early. >> scott mcgrew joins us now. he was unable to reach a deal. >> the two sides could not come together. kim wanted the u.s. to drop all sanctions. but would in the agree to completely end his nuclear weapons program. and the u.s. couldn't agree to that. president trump walked out of the negotiations. >> you always have to be prepared to walk. i could have signed an agreement today and then you people would have said, what a terrible deal, what a terrible thing he did. you have to be prepared to walk. and, you know, there was a potential we could have signed

something today. 100% i could have signed something today. we had papers ready to be signed. it wasn't appropriate. >> advisers predicted kim would not give up the nuclear weapons. critics will say kim was able to use these negotiations as a way of boosting his credibility. but on a positive note, nothing ventured, nothing gained. nothing else worked in the past. the president was asked at that press conference you just saw about otto warmbier, he is the american college student who was arrested by north korean authorities while on a trip to north korea. president trump called him a hostage at the time. now, when he was finally released he was in a coma, he died shortly after his return to america. the president said he asked kim about the death. kim said he was not responsible and trump said i take kim's word for it. that did not sit well with many americans, republicans or democrats. >> it's strange and i don't know. something, something wrong with

wednesday captivated the nation. we brought it to you all day. ultimately, his testimony's impact may be more political than legal but nbc's kristen welker reports the ripple effects are being felt far and wide. >> reporter: overnight, the president at a press conference following his nuclear summit in hanoi speaking out for the first time about the cohen hearing. >> you know, it's very interesting because i tried to watch as much as i could. >> reporter: hitting out at the timing of the testimony. >> i've been a little bit busy but i think having a fake hearing like that and having it in the middle of this very important summit is really a terrible thing. >> reporter: the president not responding to some of his former attorney's more explosive claims but highlighting the comments about collusion with russia. >> he lied a lot but it was very interesting because he didn't lie about one thing. he said no collusion with the russian hoax.

the president. cohen says the president even asked him to lie to melania trump about the whole thing. >> and lying to the first lady is one of my biggest regrets. because she's a kind, good person. >> reporter: then candidate trump knew about the hacked democratic e-mails before they were dumped by wikileaks and adding that mr. trump indirectly encouraged him to mislead congress about negotiations around building a trump tower in moscow which cohen says lasted well into the campaign. cohen is headed to prison after pleading guilty to crimes as well as lying to congress. republican lawmakers pouncing on his credibility. >> you are a liar. you don't know -- >> sir, i'm sorry. are you referring to me or the president? rp grilling cohen over the motives. >> you wanted to work in the white house. >> no, sir. >> didn't get brought to the dance. >> reporter: at times tensions boiling over. >> that's not what i said and you know that that's not what i

said. >> kristen welker reporting there. cohen will report to prison in may. he's been sentenced to three years. well, new details on a pipeline explosion in san francisco. the ntsb says a recovered gas pipeline shows damage consistent with being ruptured by a third party es ka vay investigator. no one was hurt and according to the preliminary report, the fire took more than two hours to extinguish jish we are getting a look at the electric and motorized scooters police impounded at san jose state university. they impounded at least 16 since the ban. police will charge $25 fee for each device a scooter sharing company requests back. students can still ride their scooters to campus but they have to leave them at the designated

area. the same ban also applies to skate boards and bicycles. right now the dow is down 37 points. opening bell there at the new england. now, stocks slipped today as stronger than economic data offset by fruitless talks of president trump and north korean leader kim jong-un. want to get away? frequent fliers to hawaii saying aloha to an announcement. faa finally signing off on southwest airlines service from the mainland. southwest to conduct numerous test flights for approval. it's prommi it's promising to announce routes within days. expetrs believe the fares will drop and maybe coincidence be yesterday alaska airlines offering flights as low as $129 each way which is unheard of. bring on the price fare wars. >> yeah. >> you'll benefit. >> i will. >> right? >> exactly.

aloha. >> with this weather, those nice prices, might be a good time to go to hawaii. >> yeah. in between the storms that we have had. but the hawaii's delivering us something. >> pineapple express? >> yes. the pineapple express. you got it. we are going to get more rain but that comes in on tuesday. and then as we take a look at our clouds over the south bay, it looks like we are seeing some sunshine trying to peek out from behind some of those clouds. look at this view from healdsburg, so nice to see the sun and get a chance to dry out from the rain looking at ocean beach. windy and cool but we are going do keep this sunshine for a little while longer. and the storm system that we had and brought all of that rain, it's now since pushed to the south and we will still be in with the mix of sun and clouds. our next weather system developing to be here for the weekend seeing it now on satellite imagery and the next atmospheric river behind that. and then hour by hour, through tomorrow and still partly to

mostly cloudy and no showers and look at what happens very early saturday morning. right at about 12:30 we could start to see that rain rolling from south to north and then continuing into the morning on saturday just off and on and then going into sunday. we will still be left with a few spotty showers and then rain chances going down throughout the day. monday is dry. but then tuesday is when we're talking about a stronger storm system coming in. could bring in some heavy rain to continue into wednesday as well as thursday and it could bring in quite a bit of some more rain that on top of our very saturated ground. and our initial storm system moving in on saturday to sunday, looks to be more south bay focused with san jose possibly getting an inch of rain and then higher amounts for the santa cruz mountains. san francisco little over half of an inch of rain there. and then the next storm system

with a potential of one to two inches of rain and then this will also bring some of the heaviest downpours for areas south of the golden gate bridge which, of course, is great news because the nortd bh bay needs break. we have all been wiped clean from having a drought right not. and then for the sierra, we have seen the heavy amounts of snow that have fallen and the central sierra at 154% of normal. we are waiting for those surveyors to give us a look at the measurements of how deep the snow is around the sierra. we have a couple of systems. we'll continue to watch over the next few days. meantime, just know that the weekend at times will be wet and we'll be tracking another storm early next week. marcus and laura? >> all right. thanks, kari. coming up here, record breaking art in the bay area and we are not talking about the price. a huge mural that you can spot in downtown san jose. the reason it's making history. first, happening now actor
